GPU Temp Question

Hi guys,
I've been having some lag spikes in my games when I should easily run them. I wanted to see if my GPU was overheating. I downloaded GPU Z and my GPU Temperature was 28 C. Is this an ok temperature?

28 degrees Celsius is definitely an OK temp. Graphics cards can run up to 90 degrees Celsius, but that's when they start to run slower and have a shortened life span.

EDIT: Is 28 degrees Celsius your idle temp or temp while under load?
