Hi, I was looking to find out what H-scanning and V-Scanning means, I have very little understanding of it and I was wondering what the actual refresh rate of my TV is as if you look at this link and go to video category,

It says the H-Scanning frequency is 30~83kHZ and the V -scanning frequency is 56~75hz.
So does this mean my TV can run at 75 fps?
