Asus X79-Deluxe motherboard won't fully turn off

Hi!

I recently built a new computer and got the Asus X79-Deluxe motherboard. The problem that I'm having is that when I shut down the computer, the motherboard still seems to be supplying power to peripherals connected to it. The keyboard numlock light stays on. I also have an external WD Passport HDD connected to it and the light on that keeps flashing. I've tried different USB ports (on-board and case) and there's no difference. I can also confirm that the computer does shut down and is not going into sleep mode because all the fans stop spinning, the power light on the case turns off (doesn't flash), and it boots up when I turn it back on.

Here's some additional info that might be helpful:
- Intel 520 Series SSD
- Corsair HX750 Power supply
- Corsair Carbide 200R case
- Windows 7 Ultimate

That does obviously work but I shouldn't have to (and don't want to) turn off the PSU every time I want to shut down the computer.
