Defective motherboard or PSU?

I just got all my parts in for my first build ever... so I'm sure im doing something wrong here.. My mobo is the A88xm-a I have everything plugged in where they are supposed to go flipped the power switch on on the back of the psu and the green SB_PWR led light on the mobo comes on however when i try to turn the PC on itself... nothing.. anyone have any ideas what could be going on here? possible defective product or am i doing something wrong? I can answer any questions you have to help figure out the problem.

By turn the PC on do you mean pressing the power on the case? This could be simple front panel problems.
So I understand you right: the mobo is powering up fine but none of the cpu or gpu fans are spinning? Check that you haven't put the cpu fan into a case fan slot.

Nope, have the CPU fan plugged into the CPU fan slot, 24 pin power connector in its slot 8 pin in its slot and The GPU power plugged in... it is not in a case its on top of my mobo box, When I turn on the PSU a little green light on the Mobo comes on... then when i short the power pins... nothing happens, I have also put it inside the case comepletely with everything plugged in to the right spots and tried the power button (the greenlight was also on here) no pwer to fans, screen, nothing.

I have tried all of these steps already, I am sorry for being so difficult I am just slightly frustrated at the moment as I have been anxiously waiting on the parts to arrive :(.. I have tried EVERYTHING, im starting to think maybe its my psu.. when i pick up my psu and turn it to its side, something rattles around on this inside of it, could this possibly be the problem? It's just strainge to me though because the power light on the motherboard comes on but nothing else will power up no matter how i try to power it.
