PCI-E 16x (4x) less performance then a normal pci-e 3.0?

Hey i have the https://www.asus.com/Motherboards/P8Z77V_LX/ mobo. The thing i wonder is if it makes any difference that i have my 7870xt in the PCI-E 2.0 16x (4x) instead of the PCI-E 3.0 16x?

Ok I tried putting it in the other slot but the computer just freezes in this slot? I also noticed that the card wasnt fully set in place, like it was almost hanging down I have no idea why, wasnt anything blocking it or anything like that. :(

Just try to take it out and put it back until bracket on slot blocks and see what happens
