Sapphire HD 6850 Loads Windows 'Starting Windows' then goes blank HELP

Specs:

Athlon II X2 B22 2.8GHz Dual Core
Asrock 960GM-VGS3-FX mobo
6GB RAM
Sapphire HD 6850 GDDR5 1GB
2x 500GB HDD's Seagate and hitachi, 1 160GB HDD Seagate(for OS)
High Power 430watt PSU
Cooler Master Sileo 500 case

I have a problem with my graphics card. Whenever I try install the drivers
for my Sapphire Radeon HD 6850, after the windows loading screen, the screen just
goes blank, and sometimes no signal. The card runs fine in safe mode and can
recognize the card, but when I try to start windows normally it just goes
blank. I have tried disabling on board, uninstalling and re installing
drivers, cleaning the drivers etc. But the problem seems to persist, can I
fix it?

P.S. I'm using the HDMI port on a 32" HDTV. And I know my PSU is underpowered but it
should be able to boot atleast

The exact model is a High Power HPC-430L12S, and yes i can boot windows perfectly fine without the card installed

Thanks for the reply bit iv'e done that a thousand times, I understand that the psu is under powered but why wouldn't it boot into windows? It can without the drivers and in safemode with or without the drivers. I understand what you mean but I want to try all possible solutions before forking out $250 for a new PSU, I think it may be a software problem but I have no clue. My last resorts would be to either take it to the local pc repair store, or just bake it and wish for the best. ANY SOLUTIONS!

 


where did you buy your PSU? $250 is a bit too much for PSU. Corsair budget oriented PSU, CX500 (500W) cost around $60 on newegg:

I will buy a psu after all solutions have been tested, and if I can not find one I'll have to go to the local repair PC store to see if they can troubleshoot the problem, and hopefully fix it, if not then I'll either have to buy a new Graphics Card or as you have suggested a new PSU.
