Frame problems with computer

I recently received a new computer from Ibuypower and it worked fine for a week or so then when I play games like for ex. war thunder ill be flying and have over 100 frames on all max setting then it'll drop down to 15-30 for 5-10 seconds every couple of minutes.
I have a R9 270x, AMD 8320, 8gs of ram with windows 8 any ideas as what could be causing the problems (its not the drivers ive reinstalled them multiple times even get it with beta drivers)

sudden drops in fps after a certain time can often be related to temperature issues. So check your temps.

never each above 60c and when it does I increase fan speed. Could it be the cpu overheating?

Do you mean CPU and GPU by "never each"? If both don't exceed 60c they are OK. Check if any other programs are using up the power. You could also have a virus. It is hard to tell from over here. You could alsocheck their usage and see if they are used to their full potential.

good point im not moinitering my cpu temp maybe its heatsink is bad or needs to be replaced? cpu usage tho never reach max
