Green flashing dots on screen?

I just built my computer today and everything was working fine on a monitor from my stepmom. I then moved my computer and used my monitor and it worked good but for some reason its very grainy, fuzzy, and green dots seem to appear when there is black.

I am using HDMI, I tried to use DVI but it didnt work on the monitor, apparently it didn't "detect" it.

Is this because of the monitor or my cable? Any easy way to fix? I already set the monitor rate to 60hz, its at the normal res at 1920x1080.

Try doing a clean driver sweep (look online how to do it) for your graphics card. You never mentioned this so it may be the problem. Usually the cable is not really the problem because the only problem I have had with cheap cables is that there is ghosting. Anyways, once you do a clean driver sweep and install, see if the problem persists. If it does, the monitor might be the problem.
