my cpu frequency is stuck?

this image shows that my cpu frequency is stuck at around 3.7 ghz. earlier it used to fluctuate around 2ghz to 3.7 ghz based on load. now its just stuck at 3.7 ghz!!!

i want to go back to fluctuating around because it saves power

i opened amd overdrive one day to check out temperatures and the turbocore technology thing... ever since that my thing has been stuck at 3.7 ghz... i havent messed with anything

Try re-enabling power saving features in the BIOS. C1, C6, Cool 'n' Quiet etc.

Ensure that your windows power options aren't set to high performance.

Also do as Morbus suggested. I believe there's a tab in AMD Overdrive that deals with it.

there is no power slider, there is only one for cpu multiplier.. and if i move that around, it locks the frequency at that
