CPU Fan Loud After Windows Installation

Today I installed my first and only SSD and decided to put windows 7 on it (I originally had a 750GB HDD as my boot drive but I formatted it and made it a secondary drive). Everything went as planned with no issues until the installation was complete. The CPU fan became very loud reaching speeds of ~4250 rpm with an idle temp of ~24 degrees. Before my installation of the SSD my PC would idle at around 30 degrees but quieter, obviously. I thought the problem could've been that the contact between the heatsink and the CPU could've came loose as a result of me moving the case around while installing the SSD but after removing the heatsink and applying new thermal paste the fan still continues to have ~4250 rpm and ~24 degrees. I've researched quite a bit but nothing on BIOS seems to fix the issue, contrary to my belief. "Smart CPU Fan Control" was already enabled when I first launched BIOS after the windows installation and "AMD Quiet & Cool" was already set to auto, so those aren't the issues I believe. As of now I'm clueless as to how to fix my issue. Please help! Thanks!

Here are my related specs:
CPU- AMD Phenom II x6 1100t
Mobo- Gigabyte GA-78LMT-S2P (Garbage I know lol)
CPU Fan- Coolermaster Hyper 212 Evo
SSD- Crucial M500 120GB
 
It IS an issue with your fan control software.

Unfortunately, it sounds like it should be working and there's no software at the Gigabyte site specifically for that.

If you haven't done so, make sure the Main Chipset and other drivers are installed from the motherboard support site:

*THIS may work for you:
Open Power Options from the Control Panel and set it to Balanced or Power Saver mode.

Unfortunately none of the tips you mentioned worked :( I even updated BIOS and yet no change. I looked at the manual for the mobo and it said that CPU Fan Speed can be controlled with EasyTune. So I tried installing that and got the BSOD. Do you know any good programs which allow the controlling of CPU fan speeds? Thanks a ton for your support! I'm as baffled as you with this issue!
