Gamming Monitor Choices, Hz vs Fps

Hello people of the internet, i'm building a gamming computer and the last component I need is the monitor. I chose the gtx 770 windforce 4gb graphics card (future proof, possibly another monitor in the future), and it easily has the capability to exceed 60 fps. If I choose a monitor with 60 Hz, will there be tearing? Will I not be using the graphics card to the full value? Plus if you could recommend any gamming monitors 27 inches, 90+ Hz, 3-1 ms refresh rate, and less than or equal to .283 pixel pitch that would be fantastic.
My budget is around $300

Without vsync you are going to get tearing regardless of what framerate you are at, its unavoidable, though less noticeable the higher the refresh rate is on your monitor.

Monitor that might be close to what you are after is the Qnix QX2710, it will do 96Hz (120Hz if you don't mind crappier colours), is PLS, is 1440p. Downsides are you have to import it, and it doesn't fit your requirement of a 3ms response time, though nothing at $300 and 27" will.
