Windows 8.1 Pro Store error 0x80246007 when trying to install apps.

Hello,

I have been having problems with my app store and any metro apps on my PC. When trying to install or update apps it downloads fine but will not install and gives me error code 0x80246007. I have tried a couple different things from searching online such as FixIt tools, and running some cmds like "sfc /scannow" and "DISM /Online /Cleanup-Image /RestoreHealth."

SFC yielded no results and DISM said corruptions were repaired but the same error persists. I also tried troubleshooting windows update and got the following log. I wanted to try to change the registry myself with regedit but I have no idea what to change. Here's the log;

This problem is rather annoying as there are some apps I would like to have, and I am not interested at all in a system refresh or restore or reinstalling Windows. lol.

Any help is greatly appreciated. I know that there are some other people out there who may also be experiencing this problem so hopefully we can help someone else in the process. Windows 8 has become nothing but a huge headache for me as of late.

Thank you for the reply! I tried switching back to a Microsoft account but the error remains unfortunately.
 
Hmmm. Switching accounts usually clears up 'App' problems, perhaps you will have to create a new Account to succeed.
On the other hand, it's possible that Windows is misbehaving, so try some repairs.
First try System File Checker
Winkey plus 'X'
Choose Command Prompt (Admin)
Type sfc /scannow then Enter

It finds and fixes errors in Windows, but doesn't always report them. Run it and see if the fault disappears after re-booting your system
If corrupt files are found that can’t be fixed, try

Dism /Online /Cleanup-Image /RestoreHealth

Re-run SFC

To view CBS Log

findstr /c:"[SR]" %windir%\logs\cbs\cbs.log >sfcdetails.txt

Search C drive for sfcdetails.txt or navigate to C:\Windows\System32 and scroll down.

Unfortunately, sfc nor dism fixed anything :/ Thank you for the help so far! I could not find sfcdetails.txt on my computer either. I have a question though. Is it possible a graphics driver could be messing up everything? My graphics driver keeps failing (not sure why). It's catalyst 14.1 w/ AMD HD 7770. This kinda sucks.... might have to refresh or something after all :/
 

Looks a though Windows is behaving itself, but interesting about the GPU failures. Best re-install the Driver, see if that helps. It's also possible that if the VRAM is failing it could cause problems, but short of trying another GPU difficult to diagnose. Could try re-seating the GPU.

Try clearing the Cache
Windows key plus 'R'
Type WSReset.exe, and press enter.
The App Store will open and automatically clear the cache followed by the message: “The cache for the store was cleared. You can now browse the store for apps”

(I didn't get the message, perhaps cache was already empty?)


 
Is Windows Update functioning as it should?
At Start Screen type 'Update' then choose 'Check for Updates'. See if any found and install them.
Also check that your Region is selected correctly.
Again type 'Region' at Start Screen, select Region and check the Location tab is correct.

So I gave the repair install a try and it would stop at 98% or so and tell me it had an error (nothing specific). However, i noticed that on another account the store is working perfectly, it just has something to do with my account that's keeping it from installing (permissions or something perhaps?) but I'm not too sure what it is. Furthermore the error code has changed to 0x80070002
 

The new error code is related to the 8.1 upgrade. Did you clean install 8.1 or upgrade from 8?
Meanwhile can you log in using any account other than your own as admin and delete your account completely. Then re-create your M'soft account in the hope that the error will be fixed...

I clean installed it, and I tried to recreate and STILL did not work! It seems like whomever is admin can't download for some reason. I just gave up and tried a refresh and it didn't work (failed at 96% just like the repair) so I just reset it. Everything is working fine.... for now... Thank you for all the help! It's very much appreciated!!! Now I must get to getting steam and origin back in order amongst other things :( Thanks again!
