Upgrading i3 CPU

I really want to replace my i3-3220 cpu with either an i5-3450 or an i5-3470. I have a gtx 660 installed and I feel like the dual core i3 is holding it back. Right now, the most demanding game I own is AC4, and I probably get around 30fps average on medium settings. Will upgrading to either of those cause a noticeable increase in performance? If not, what would be a good quad core cpu for $200 or less?

In my opinion , if u got a vga card , I think if i5 3350p , I5 3570k or xeon e3 1230v2(~i7 3770 without GPU ) will be good choice . Difference between i5 3350p and i5 3570 is too small , u can see it only in benchmarks and u can save ~10$ .
But if u want to have higher FPS , sell your 660 + 200$ and upgrade to a gtx 770 and get a i5 as soon as possible , u will have nice gaming PC .

it doesn't look like it, i3's pretty much perform on par with their i5 and i7 counterparts.

a quick test you can do to determine whether or not your CPU is bottlenecking your system is to monitor CPU and GPU usage in game, if either of them hit 100% then you have a problem.

I feel like you should be getting way more than just 30 fps average on medium though, have you updated your drivers?

Yeah my drivers are up to date. How would I check my cpu and gpu usage in game?

When I turn V-sync off it causes annoying screen tear, but the fps increases dramatically. It's either play with lag and no screen tear or play with no lag and tons of screen tear. I can't seem to find a solution for this problem. None of my other games like Splinter Cell Blacklist, Dead Island, or Arkham City do this. Only this game has been causing this problem. Even when all of the settings are turned down to their lowest, it still feels the same, except for maybe an increase of 5 fps in some places like in the ocean. And yes my drivers are up to date.

I've heard a lot of people say that AC4 is unoptimized for the PC version. My friend who has the same gpu as me with an i7-4770 and 8gb of ram is getting around 30 fps as well, even on medium settings. I guess I'll just have to deal with it. Maybe they'll release some type of patch but I doubt it.
