Bad PSU or Motherboard?

Okay so the other day I took my computer apart just to clean all the dust out. After cleaning it I plugged everything back in and tried to turn the computer on. It flashed on for like a millisecond. I looked down at the PSU and I saw that the power cable to the graphics card from the PSU had been plugged right back into the PSU. Right after that I plugged it into the graphics cad and turned the computer on. Right when I turned it on I heard a little fizzle and smelled something burnt but the computer stayed on. But now it sends no signal to my monitor and I sit at a black screen. :(  Could the PSU have gone bad even though it powers everything on still?

I'd start by testing with another PSU as it's easier. Even an old 300W PSU is good enough for that test; if the system POST then you know the PSU went bad. Have you checked all voltages using a DVM?

I have not tested with a DVM yet but I do have one and will test when I get home. I can also borrow a friends power supply later today as well. The power supply powers everything on that used to before the problem as well and I gave disconnected everything to take off extra load but I still get no video or audio output.

Just tested with the voltmeter and all of the charges were exactly where they should be.
