478 Cooler extremely loud - running at max RPMs

Hi,

My Stock cooler recently died on my old intel. I looked around and found the akasa AK-675B cooler, ordered and fitted, no problem. Turned on the computer and it boots and runs very cool. Only problem is, the fan is running at max RPMs and is so loud, it sounds like an industrial extractor fan.

I checked the requirements for the motherboard and it needs rpm signal feedback from the cooler. This fan does.

I checked the bios and there is no setting for cooler speeds, although it is showing the current rpms with (around 3100). Theres also a cpu shut down temp which can be ignored.

Can anyone help please? Its so loud.

Motherboard: MSI PM8PM-V
Cooler: Akasa AK-675B
CPU: Intel Pentium D 915 Dual Core
