Download speed very slow

So I just recently switched internet providers and I'm getting 1.5 MB/s while downloading something on steam. I used to get around 4-6 before I switched, and I understand that this is a new cable provider and it could be slower. The thing is, when I used to go on a speed test website with my old cable provider, it would tell me I should be getting 3-4 mb/s max, which was incorrect since i was getting 4-6. Now with my new provider, the speed test tells me I should get 6-7 mb/s, yet I only get 1.5.
Don't' know much about networking except some basics, but some help would be appreciated.

P.S. I know that download speed depends on where I'm downloading it from, but steam was where I used to get my highest download speeds.

I think your mistake is the "b".
In networking everything is measured in Mb/s, but in pc world it is measured in MB/s.
So what is the difference 1MB=8Mb
Look if this is the case.

Besides all of this where did you test the speed, some are betters than others.
I have good experience with www.speedtest.net please try

its because you are mistaking what Mbps vs MB/s

ill give you some basics...

Mbps is Mega Bits Per Second!
MBps or MB/s= Mega Bytes Per Second!

a BIT is 1/8 of a Byte

so if you are getting a download at a rate of 1.2MBps that would equal roughly 10Mbps download.

so your steam is showing it in mega bytes and your speed test is showing it in bits....

you get it now....

when i first started with pc's this baffled me for a while to....

another thing to consider is....
some websites restrict download rates so they dont have to pay for more bandwidth..

so some times you could download somthing at full 10mbps on a certain site then go to another and only download at half that or less... but never more than your internet provider limitation...

ill explain that for you to...

basically
your router is capable of gigabit speeds... on a certain line like your ethernet cord.

BUT
if you are only paying for 10mbps internet then your provider will only allow you a tunnel of 10mbps download.

basically on that ethernet line you are only allowed a tunnel that supports up to 10mbps speeds... even though your equipment and devices arte capable of much more =)
