My Core i7 4770K is OC to 4.4ghz but only shows 3.5Ghz????

Hi guys,
I googled my question but the only response I found was someone saying to set the Power Options in Win7 to High performance. However I set it to that but when I right click on "My Computer" and select "Properties" it still shows as 3.5Ghz. What do I need to do to make it run at 4.4ghz? Also it shows 4.4ghz in the BIOS but not when windows is running?
 
Look cpu core settings in bios -> manual adjust them all to 44

what mobo do you have?

Do you have CPU Z?
What do that show when you benchmark the system?

Edit. Try this too to figure out how hot system is.

I need to check my BIOS, not done yet as what you suggested. However I have an MSI G45 intel gaming mobo, but if I try to install CPU-Z I have to allow adverts etc to install it which I don't want to do etc?

OK so which stress test would show the true clock speed??
I tried the "Star swarm" test from Steam and it showed 3.5Ghz on the result??
Any other suggestions please?

No no no no, it's not stock it's a Prolimatech with 120mm fan, my temps hang around 45 - 50c under heavy load. Thanks anyway.
