Replaced motherboard, won't boot to BIOS

I replaced the motherboard and hard drive in my computer and the computer turns on, however it won't boot to BIOS, the screen just stays black. The video card is plugged into the monitor, the fans work, lights go on. What could be the problem?

Because the old one died. I have rechecked everything, followed all the steps on the main troubleshooting post and still have the same issue. The computer starts up, lights and fans go on, video card fan goes on. I'm not sure what else to do, I re-seated everything too. Does anyone have any suggestions?
