GPU over heating

ok i have a r9 270x and it has been running like a champ it was running sweet today and all of a sudden i am getting really low fps in games so i checked my temps and it is running at 66oc even at idle . i have no overclock on any of my pc stuff and before this it would sit at 24oc on idle . i took it out had a look and can see no problems its only a few months old and there is very little dust on it dose any one know why it would do this ??

system specs are

cpu : AMD phenom x4 955 be (stock }
mobo: msi 870-c45
ram : 8 gig mushkin copperhead 1600mhz
gpu : r9 270x (stock)
psu : thermaltake 850w toughpower


so if any one could help asap it would be much appreciated

ps : i just ran msi afterburner and it says my gpu is running a 99% and i am sitting at idle

When you play games, how is the performance? Is it lower than before or the same? Did you scan your pc for possible viruses? I am saying that because there is a sort of bitcoin virus that has made its way to the internet and when it gets installed (usually anti-viruses do not alert you, they do not see it as a virus) it starts running and "mining" for bitcoin but for somebody else account. It uses ALL you gpu 24/7 so this could explain the temperatures and why afterburner says that your gpu is running at 99%.

One other thing, it could be a fault of the drivers, did you try uninstalling and re-installing them?

Noshiz u were spot on there was a program running called hp-cgc-host and i have no clue where it came from but after removing that all is good again thank you . i ran a virus scan and malware an no other problems
