bootup and graphics problems

This is a new build and I have a number of problems:

1) the bootup logo seems to have a glitch, there are these lines that go through the bootup logo and on the post screen. I have tried different monitors and the vga and hdmi ports.

2) when I turn the computer on with a linux Ubuntu cd it won't boot from it and I have set the first boot device to dvd drive.

3) when I have the graphics card installed there is no display.

Specs:
Cpu: amd fx 6300
Motherboard: gigabyte ga 78lmt usb3 rev 5.0
Psu: corsair cx600
Gpu: xfx radeon 7850 2GB
Ram: 4gb second hand
Hdd: 500gb
Case: cit orion

I have gone through the checklist an 90% of the the time it boots up and makes the short beep. But those problems still occur

That indicates RAM failure. You need to reseat the RAM first if you already haven't. Otherwise the RAM should be replaced.

Do you know specifically what BIOS that you have? And I will recheck it?

What is the model number for the RAM? Did you manually set the RAM speed, timings, and voltage in the BIOS? Have you run Memtest86+ to test for RAM errors?

The error is specifically "DRAM refresh failure". It is possible that reflashing the motherboard may fix it, but most likely the "Ram: 4gb second hand" needs to be replaced.

Yes, those black lines are pretty much a visual indicator that certain rows in you RAM matrix are bad. Try re-seat RAM. Then replace RAM. If still persists, is can be the RAM Controller which is located on the CPU itself.

Ok, print the spec sheet and look for similar RAM. They are basically:

DDR3-1866-PC3-14900-4GB X2 for 8GB of RAM

DDR3-1866-PC3-14900-2GB X2 for 4GB of RAM

I don't know what brands of RAM are available. Pick the best brand.

Be sure to go into the BIOS and set it for External or PCI-E graphics (basically, turn off the "on-board" video.

Then, be sure to try Both DVI connectors and/or VGA connector usually only one is power up.....

I turned off the on chip vga and set it to pci slot but when I plug in a hdmi cable into the gpu there is no display at all even when I use the motherboard ports.
But this is what it tells me about the gpu

Did you load the AMD Graphics driver 1st? (while using on-board) Also, try VGA & DVI connections....

Have you tried switching out the GPU into another working PC and vice verse. Just verify that the graphics card is working.
