Installed gpu, now no usb and windows reporting my ssd and nonfunctional!

Last night I installed a new gigabyte gtx 770 into my system that I built myself (specs to follow) and suddenly all of my USB ports quit working as soon as I booted up. I had been having no issues with this computer before I installed this card. At one point, it I got 1 USB port to work and was able to install the drivers and got it up and running but it was short lived. I noticed that when I unplugged and plugged in a USB mouse, the red led on the bottom flashed for a brief second, then went dark. This happened every time I unplugged and plugged it back in. I also saw that my ssd I was using to accelerate my hdd's is showing in the intel rst program as nonfunctional. I suspect an underperforming psu to be the issue, but I'm not 100% sure. If so, I'll buy a new one but one of my main concerns is, could this have done any real permanent damage?
