Can i do HD photo editing with the HD4400 in the i3-4130 ?

I wouldn't really recommend adding a GPU if you're on a tight budget, since most of the common functionalities of Photoshop and Lightroom don't utilize the processing power of the GPU (OpenCL). It's only on some specialized filters and effects that OpenCL is really used, and the HD4400 is enough for that (I mean, what is a few minutes, at most, difference gonna make with applying a complex filter?). A GPU would be very useful though for Premiere Pro, to enable the Mercury Playback Engine (for CS6 and older, Nvidia's CUDA is required; for CC, both AMD and Nvidia cards will increase performance).

On the other hand, if you have spare cash to spend on a GPU, for purely photo-editing purposes, it would be wiser to upgrade to a Haswell i5...

I don't see a reason why it wouldn't be able to. For programs like Photoshop CC (the latest version), the OpenCL performance of the iGPU of that Intel and the processor power itself is enough for common editing and touch-ups. That said, complex filters and whatnot might take some time to execute, but that will only really matter if you're short on time and you have strict deadlines you have to meet. What software will you be using, if I may ask?

I'll be using photoshop and lightroom . I dont really have specific deadlines as i'm only a part-timer photographer .
Plus , will it make a huge difference if i add a gpu? If so , will you suggest a good budget gpu?

On the other hand, if you have spare cash to spend on a GPU, for purely photo-editing purposes, it would be wiser to upgrade to a Haswell i5. More cores (4 vs 2) and more Execution Units with the iGP (HD 4600 vs HD 4400).

That is a really good answer . I think i'll just go with Haswell i3 since my budget is super tight -_- .
