Arrgh every time I see someone post a ' I saw this on YouTube post I wanna scream!!! lol this is not a jibe at the user that responded at all . Music production is as complicated or as simple as you want to make it. It can be created completely digitally via loop creation and layering using a DAW ( Digital Audio Workstaion) like Ableton Live 9 or played live with instruments and that is performance recorded. A quality sound card/ audio interface is essential in relaying accurately the sound that is leaving the computer and connecting various pieces of studio hardware like microphones, turntables for sampling, Guitar preamps etc, as well as communicating to MIDI devices. A high end card/interface will produce a much sweeter output to a desk or recording disk at Higher bit rates than a true 24bit 48000khz rendered inside a DAW such as Ableton Live 9. If your serious or just a hobbyist, you also need a decent pair of studio monitors( not screens!) by manufacturers like ADAM, KRK, Yamaha etc - these speakers try to present the music cleanly and neutrally with no exaggeration or 'hyping' of the sound. most HiFi speakers hype the sound and make it more bassy to flatter what is usually a mediocre speaker. There are a ton of Cards/Interfaces out there and often-times a lot come bundled with software to get you started. Free software is always available such as Cockos Reaper, which is a good DAW to get started with. Some good card/interface manufacturers I can personally recommend are M-Audio, Focusrite, Native Instruments and Universal Audio. bottom line - if your serious about making music invest the time and effort in learning the skills and you can produce spectacular stuff with the most basic of equipment.

Hello, henryamontero, Merry Christmas! Being as a begginer either, as you mentioned your budget is lower than 200, I can recommend you KS108 USB sound card from XOX (an audio manufacture) for you. It is pretty cost-effective and suitable for new starters, which is plug and play, can be worked standalone and have interesting audio effects. I've been using it for a while, maybe you can have a try!
