Does defraging the hdd speed up the pc and internet?

Spec of my cousins pc:
P4 2.80ghz
intel 82865g
1.5gb ram
512kb net
i searched net and diskeeper is the best defrager.Is it good to defrag and does it uninstall applications.plz help me my cousin pc is v.v.v. slow.

First, make a backup of the computer on to an external hard disk.

Yes, defragging must be done on hard disks as needed. Windows has a built-in defrag utility; use it. You will find it in 'Accessories - System Tools'.

This will help speed up the computer.

After this, check the 'Start-up' programs and disable (not delete) the ones you are not going to use right away.

Then download and run "CCLEANER" - http://www.piriform.com/ccleaner/download

Check all programs and un-install old unused programs.

Your computer will run faster now.
