internet shuts off

Internet shuts off when I use one of my computers.
When this machine starts the internet shuts off and will not come back up until this machine is shut down. I had this problem before I decided to rebuild her system with some more up to date hardware.
This is a brand new build, I have replaced the motherboard, processor, memory, hard drives and the power supply. I reused the dvd drive and a card reader.
The system worked fine until I reinstalled my wifes files from a back-up drive. I fear there is a virus or interference from malware. all my other computers work fine until I fire hers up, as soon as she starts to browse online the internet shuts off. I have tried everything I can think of but I still have the problem. I am going to clear her files once again and see if that helps to narrow down what file may cause the drop off, but why do I have to shut her machine off to reset the internet?
I hope that with all the brain power on this site we can come up with some answers...

yes, I have run my security software both Microsoft security essentials and a Norton scan for both viruses and malware, both came back clean. as for my isp it is centurylink. I have asked many of my tech friends and no one has any idea on what is the cause.
the funny thing is that the internet wont reset until I power down my wifes computer, and that's with all connections unplugged.
it make no sence at all.

As long as you have all of your wifes files backed up, try a fresh install again, make sure to update all drivers, just keep force updating, the install your choice of virus removal, I suggest MallwareBytes, thats just a preference I extended to the people I build PC's for. The trasfer your wifes needed/wanted files.

no, not at the same time, I tried two different anti-virus programs to see if one may have missed something. but after I used one I uninstalled it and installed the second.
I am running malware bytes this morning to see if it finds anything. but so far the problem persists...

Well I finally found out what was causing this problem, If you can believe this.
After a few hours of looking through malware programs and anti-virus programs we found out that it was a hardware problem.
We slowly eliminated speakers, keyboards, cd/dvd drives and monitors. and low and behold it was a old 19 in. monitor from Mag industries! I don't know how it was killing the internet, but I could not get back online until I shut the whole system down. so after killing item by item we found that this old monitor was the cause. So if anyone has been looking to see what could be killing their internet and has tried everything, just try this easy solution.
So thank you to all who gave their input and helped me figure this out.
