How should this graphics card perform ??

hello all,,,these are my specs:
asus p8b75
i3-3210
gskill ripjaws 4gb ddr3
seasonic 520w psu
acer X193HQ monitor(VGA)
creative speakers 2.1
sapphire hd 7770 ghz edition

i play games on 1366x768,i ran FRAPS while playing AC4 Black Flag with high settings(FXAA and SSAO) and my fps averages at 30-45,,sometimes even to 20,,is this okay or is my system is bottlenecking the GPU?? Tomb raider also lags on ultra settings,,runs best on medium/high

and on the same site,crysis 3 qualifies the recommended requirements,,but when i run it,the game lags on high settings and i haven't even tried the very high settings plz help me

your card is somewhere in the upper band of the mid-range cards out there now. and this is a sweet spot for budget builds coz it allows you to play the latest AAA titles on decent medium settings, without breaking the bank.
so ultra settings? this is what the high-end cards are for. Try to play with the settings a bit, lower what you do not need and increase what is important to you.
your build is an overall budget build, nothing is bottlenecking anything, BUT if you chose to upgrade the card then you'll have to consider upgrading the others along with it.

But i am playing on 1366x768 resolution,,guys all over the internet are saying hd 7770 can run all games on high-ultra,,,even crysis 3 on 40-45 fps,,,but with crysis 3 i get 20-35

I cannot say for sure how much EXACTLY FPS you'll get on this setup, I tried to answer in a broad way.
I cannot find reliable benchmarks for your card on Crysis3, and there is a reason for that. anyway i hope someone who had owned that card will answer you better.
 
Crysis 3 on ultra is insanely demanding, and even on your low resolution the 7770 doesn't have enough grunt to handle it. If you had a 7870 or better you might be able to max out Crysis 3 at 1366x768. Crysis 3 is also an extremely CPU heavy game, and practically requires a quad core CPU to run well on the higher settings, dual cores like your i3 do not do well in that game. Battlefield 3 and 4 also don't do that well on a dual core in larger multiplayer maps and perform much better with a quad core.

For most games, the 7770 can deliver high-ultra at your resolution, but for the really demanding stuff, eg. Crysis, Metro series, Battlefield, it's not going to be fast enough to do ultra.
