GPU uprade: 1amp difference a big deal?

So my buddy's upgrading his girls computer & the card in it atm is a galaxy gt 220, we're looking at the new 750ti but I'm not 100% sure the old psu is up to it.

The computer's an old pos hp with some, I guess, shitty psu in it (bestec? I imagine that name is somewhat ironic) that's rated at 300w and 19amps on the 12v, the 750ti's only 2w more than the gt220 so I guess that'll be ok even tho the newegg page calls for a 400w psu, but it also says 20amps and that's what I'm unsure about (or are they just covering their ass like the wattage?).

I don't think he has the funds to get a better psu atm also so, safe to proceed or no?
 
Manufacturers think about worst case scenario - think AMD 125W cpu + 3 fast HDDs in the case.
So 750TI will most probably work. But given the PSU is quite lame, I'd stick with plain 750. Just to cover my .... :)
If the cpu is dual core and at least Sandy Bridge - 750TI has better chances.
