Haswell always running at full clocks

Hi, I have tried overclocking my i5 4670k, went pretty good with my h80i cooler but right now even when i set "adaptive mode" the voltage and the clocks are always +3.4ghz and never goes beyond that even when not doing anything on the pc. I tried resetting the CMOS, doesnt work. Even when I set everything to auto and everything stock - the processor still doesnt downclock and use the power saving function. Help me please

intel z87-plus
crucial ballistix tactical tracer 2x4gb
corsair cx750 psu
r9 270x

Have you tried enabling speedstep in the BIOS?

Also ensure that your Windows Power Settings are set to Balanced or Power Saving rather than High Performance.

im actually so dumb, i got myself the samsung 840 evo ssd and enabled rapid mode in the samsung software which made the cpu go to its higher clocks, anyways thanks for answering
