Why is my down/up speed slow on one computer and not the other?

I am using my desktop and installing Final Fantasy: XIV. I noticed I wasn't even getting 1 Mb/s. I went to check my connection at speedtest.net but I only got 8Mb down and 8Mb up. I normally get about 50 Mb down and 12 Mb up. I checked my laptop and The connection seems to be working fine there. I have updated my drivers on my desktop. What would be causing this. Please help

Okay I used mylaptop to check the router. connection fine. I check both 2ghz and 5ghz. connection fine. I plugged directly into the switch that is off the router and that is when I get 8Mb up and 8Mb down. I reset the switch and nothing happened. The switch doesn't have a user interface to change settings though. So would It be the switch? Or maybe my isp some how?
