FX-9590 CPUID Temps

If you are seeing those temps consistently, your very expensive AMD chip, will be a paperweight shortly. 62*C is maxed out for it, and is a temp you should never see. Sorry, but your H-60 is very underpowered as a cooling solution, this chip runs excessively hot, probably the hottest of any AMD/Intel chip. A H-80i is rated as a minimum with tenencies towards a double radiator like a Thermaltake Water 3.0 extreme or H-100i,H-110 being much preferable. Best yet would be a full WaterCooling setup for the FX 9590. Failure to meet these minimums will guarantee a seriously short lifespan.
