Slow hard drive transfer speed

Suddenly my hard drive is being super slow transferring files, even when transferring C: to C: I'm getting a maximum speed of 23mb/s, when I used to see 90mb/s +. I have tried reformatting, windows fix, disk checks, defragment, drives, updates and have monitored for disk/CPU use with no results.
OS: Windows 7 64 unlimited.
CPU: Core i3 370m @2.40ghz
Ram: 4GB ddr3 1333mhz clocked at 532 dual ch (1064)
Hard drive: Seagate Momentus 7200.4 ST9320423AS 320GB 7200 RPM 16MB Cache SATA 3.0Gb/s 2.5" (READS BEING 294GB)
 
check in the bios that the sata ports for the laptop drive still set to achi mode. used hdtune and segate drive fitness to see if the drive controller is going bad. if the laptop under warranty I would replace the drive first or see if someone had one that you could test with. if it not the drive then it the controller chip on the laptop mb.

Since BIOS cant change the setup without the user activity its rather a bad direction, but who knows.

My suggestion:
Check the device manager if the drive port is set to DMA (usually ATA Channel 0), if there was a HDD issues, Windows sets this compatibility mode. If it was off, then its very likely there are some issues with HDD\connectors\ATA chip. In most scenarios its HDD read/write errors or the worst scenario a bad blocks.
When the ATA port is set to PIO mode (DMA off) it can be limited to max 25MB/s which is quite about what the score you are getting ;)

EDIT: Btw Id suggest to get a trial HDD Sentinel application, run a surface test on the whole drive and after its done check SMART for errors. This trial will allow you to monitor that HDD for some time and if the issue showed up once its quite likely it will eventually show up again. Monitor the drive until you get the answer... and in worst scenario RMA it asap.

Ports are still set to Achi. I ran Seagate Seatools S.M.A.R.T, and Fix all Long with passing results.



There is no channel option...

Thanks for your help guys is there anything else you can suggest? Otherwise I'll just have to replace the drive :(
