No one can connect to my server.

I could run my server before I switched wi-fi providers, and I also got a better CPU. Well here are the problems none of my friends can connect to the server/I can't either, I set up the port correctly, I can connect with local host, but no one can connect with the actual ip, and its a hexxit server.

Did you check and see if your IP is dynamic? If it is, try "NO-IP". Make a domain name, and don't be fooled by the paid versions. Make an account and as I recall it will immediately ask you for a domain. Make a domain like "Minecraftserverforfriends2123.no-ip.com" as an example. Start up the software, the "DUC" and type in your account stuff and BOOM! Have them type "Minecraftserverforfriends2123.no-ip.com" in the server adress. It should work if you have a Dynamic IP

Sadly I have a Static IP address. So I can't do anything you just told me.

Well, when they hit the multiplayer button they see my server name, but the five bars have a x through them and it says "can't reach server". If they go on the server it says "connection refused: connect"

Also make sure that the server IP address that you selected matches the IPv4 address. You can find the IPv4 by hitting "Run" and typing in "Cmd" then a black box will appear. Type in "ipconfig" and a lot of stuff will show up. Find the IPv4 address and confirm it's the one you put in when you port-forwarded. I'll keep with you through this. Trust me, it's very hard and frustrating setting a server up, but it's worth it.

I checked the IPv4, it's correct, I also changed the online mode to false it didn't do anything. I also allowed the port, and it didn't do anything. Plus since I changed the wi-fi, would a dynamic to a static IP do anything?
