Hi doctorbob - My first question is - how cheap is "cheap"? For some folks $1000 is cheap - for others, $100 is more than they can afford.

That said, here are my recommendations below $1500, below $1000, below $500 and below $250.

BELOW $1500:

The best still/video camera for amateurs in this price range is the $1298 Sony DSC-RX10. It has an amazing 8.3x constant f2.8 power zoom lens for terrific low light performance, it takes high resolution 20.2 megapixel stills and is a great video camera as well.

Here is the video image quality it can produce: http://vimeo.com/81655332

I moderate the RX10 group over on Vimeo - you can see more examples there.

And here are some still photography examples: http://www.flickr.com/groups/rx10/pool/

BELOW $1000:

The best still/video camera in this price range is the $529 (on sale, marked down from $749) Panasonic G6. This is an interchangeable lens camera that was designed with video in mind.

Here is the video image quality it can produce: http://vimeo.com/83574257

I moderate the Panasonic G6 group on Vimeo too. You can see more great examples of what this camera can do there.

And here is the still image quality from this camera: http://www.flickr.com/groups/lumix-g6/pool/

BELOW $500:

Below $500, I recommend the Canon EOS M. This camera has been discontinued by Canon, but you can still pick up a new one with a 90 day seller warranty for $299.99 with the 18-55mm kit lens on eBay.

Here is the video image quality this camera can produce: http://vimeo.com/55604121

And it's a great still camera too. Here are some examples: http://www.flickr.com/groups/canon_eosm/pool/

BELOW $250:

The best still/video camera in this price range is the $199.99 Pentax Q. This compact interchangeable lens camera is a very good value for your money.

Here is the video image quality it can produce: http://vimeo.com/76852648

And stills: http://www.flickr.com/groups/pentax-q/pool/

Hope this is helpful!
