What is your objective?

In general, I think custom water cooling is good only if you are a hobbyist and like fiddling around with that sort of thing.

Haswell overclocks nicely until voltage gets high. Then heat builds up exponentially so each incremental multiplier takes much more cooling. At some point, no amount of cooling short of LN2 does any good.
How high does your OC need to be?

If your objective is gaming, spend the funds first on a better graphics configuration.
If your objective is rendering or other such app, spend the money on a 4770K or a haswell-E

If functionality is not an objective and you just want to experiment, then go for it.

The ax240 rad and the raystorm block are both great. With a bay mount res/pump make sure to purchase extra fittings and such to make a drain port on the bottom.
For liquid, use distilled water with a biocide additive. Coolants break down and clog things over time.. Distilled water will not. Although it is still advised to change every 6 months.

You would need to add another rad before adding gpu block.

This is a gaming build. i am looking for an oc between 4.2 and 4.8.
one of the reasons i though of water cooling is not only i love the look but i simply like making and upgrading things, gives me a sense of self achievment... i know that sounds pathetic hahaha
