Having terrible fps problems with new nvidia 770

I recently just got a new computer 2 days ago and pretty much every game i have played on it has been dropping fps that i would never even get on my old laptop computer. Playing games like CS:GO that I would get 60-70 fps on my laptop sometimes would drop down to 20-30 or even lower on this computer i just purchased and put together. Also in benchmarks like firestrike where people are getting well above 6-7k ratings i am only getting 5k rating. I have updated all of the drivers.

RAM: 8.00 GB
Graphics: GTX 770
120gb SSD and 1TB hard drive

It's disabled i got over 200 close to 300 at times, but randomly during gun fights are just running around my frames will drop to the low 30 to 20's for no reasons at all. this is not the only game i'm having this issue, even wow that i know can run at ultra is running 60 fps and then will also drop down to low 30's. I also tried AC3 black flag and that game just craps on my card, sometimes i get close to 60fps but a lot of times on that game it gets also to the low 30's.
Again this is all just random drops when it's high it stays up there for a good part of the game. But it's getting to the point where it's unplayable like CSGO where i can't even have fun with it.

It seems a little strange that coretemp says that your CPU is reading 12C. I don't care what core, or whole core package temp that is, your CPU should not be reading that low even on cold boot into bios. Seems fishy and worth more investigation by builder. Send them your screenie and as them why your CPU would read way below ambient room temperature. Unless of course you happen to keep your computer outside in a cold climate.(Just kidding).

Also I don't want to send a good 770 back in when it seems like there is a different issue at hand. Again it is strange that i can play WoW at ultra which i should have 0 drop frames but instead it plays at 60 smoothly but then drops to 20-25 fps and then bumps back up. I just don't get it and this is the same with every game i play now. Could it be a bad motherboard or do people feel like this is actually a 770 issue and a replacement will fix it.

You need to go into your bios and take the cpu off of max power saving mode and onto high performance mode. Check here: http://www.overclock.net/products/amd-fx-9370-4-7ghz-so...

His screenshots are different then what mine shows in bios it's through gigbyte. But i did look at the multiplier and does shows at 22. Wasn't actually able to see a "power saving mode" and a "high performance mode" with the bios but i haven't changed anything in there and i believe is set to high performance. I appreciate the help.

Your board should come with a piece of software call "easy energy saver". If this has been installed and activated it is probably causing your problem. See here: http://www.anandtech.com/show/5714/990fx-motherboard-ro... It is a bit down this page.

Interesting when looking that up on my computer it's actually not installed well that particular software is not, the only thing i could find was http://imgur.com/xLOX8k3 now there is an option to change it to high performance but every time i try and hit ok, then go back in and just changes back to the balance it never stays on the high performance.

I'm returning the whole computer back to the cyberpower pc. They absolutely do not care about anything that is going on with the computer. For the money i spent on this computer and just standing in one place on WoW on high graphics not even ultra the fps will drop below 20 fps for about 2 seconds and the jump back to 60 but the drops will happen every 10seconds. And still no one can seem to find a fix to this not even them, i am so livid and would never recommend buying a computer from them ever.
