Some points to make:

-RAM cooler is pointless. DDR3 does not get hot at all. Even to the touch. Drop it. It will do nothing but make noise.
-PSU VERY poor quality. Change to Antec, XFX, Corsair, Seasonic. (500-600w is more than enough)
-Wireless keyboard/ mouse are not very good for gaming at all.
-The fans are low quality and will be LOUD. The case does not need any more fans and your computer has no parts that will run hot. I would ditch the fans.
-The fan controller front panel is kind of pointless ans gimmicky but if you REALLY want it, it doesn't do much, but I guess it looks interesting.

He needs a 500w PSU. Not so much for the additional wattage, but for the 12v+ rail amps and the correct GPU connectors.
