can you use a dell power supply in any pc

not necessarily. It depends on the Watts of the psu vs the draw of the target system. Maybe but not likely. Dell/Business cpus tend to be very "efficient" and use very low power psus most of the time. If you plan on using it for gaming the gpu alone will probably require a stronger psu. What are you planning on doing? What's driving this question?
