windows script error .vbe

A windows script error occurs everytime i boot up windows 7. The error is:

C:\Users\user\AppData\Roaming\Microsoft\Windows\Recent.vbe

Char: 9220
Error 0x80041001
Code: 80041001
Source: (null)
The weird problem is this error only appears when my pc is not connected with internet. When booting with internet already connected this doesn't occur, but for about 5mins the pc starts lagging after internet connection always then it goes back to normal. Please suggest a solution.

Hey,

Flash the DNS as it seems there is problem with the DNS settings of your network.

1. Click Start, type "Command Prompt" in the search box.
2. Right click it from the search results, select "Run as administrator".
3. Type the following command-
ipconfig /flushdns
4. Press ENTER.

If the problem still continues, you might have to scan the whole system using this Quick-Fix Patch. It takes a minute or two to scan the system for problems. It displays a list of all errors detected in your system. You just have to click the repair button and it will fix the problem automatically for you.

I'm having the same error with this except my error is "Cannot find the file specified". How can I fix this?
