If you have now a medium computer for our days, it will be better to wait a little bit till ddr4 comes, but if you have an old one buy it now. About processor it depends on your budget, but i would buy an i5 4570, it is a really good processor for its price

At a normal (1080p) or less resolution, The processors + the GPUs that you listed will get you ultra on almost anything.

I run an OC'd I7-920 + AMD HD6990, and I can run ultra on most games @ 5040x1050. Doesn't take much to get ultra on modern games. Devs are getting better at maximizing usage of modern hardware. Don't need to wait till DDR4 hardware comes out.

That's not going to be capable of Ultra. Time for a new computer/build.

Waiting for DDR4 is nonsense imo...unless you plan on building a dedicated APU machine...in which case the benefit is going to be insane once DDR4 hits the market.

DDR3 at decent timings with a medium end Intel CPU (or a FX-6 or FX8 AMD CPU) + a decent 240+USD(200ish €) Graphics card should let you play anything on Full HD without having to think about the settings imo.

From a budget build standpoint you should think about an AMD machine, from a performance standpoint where the budget doesn't matter as much, go for intel + geforce (physX being the main reason here....many of those effects are Nvidia exclusive and thus, if you truly want to play any game maxed out...it's gonna be Nvidia since they like to keep their special things tied to their own cards)

Edit: On the DDR4 thing again. If you have a dedicated graphics card with GDDR5 ram then waiting for DDR4 is not much of a reason either way. If for some reason you plan to build an APU machine...even then DDR4 won't be much of a savior since iGPUs will never deliver high end gaming quality (at least for the next year or so to come)
