Bare Seagate Hard Drive not formatted will not install OS

Ok guys I am completely at a loss. I am not very techy and my previous hard drive on my Dell Insprion N5110 gave me the 0146 error code... =Bad hard drive. SOO with a help of a friend i purchased a new Seagate Momentus 7200 750GB SATA 2.5in bare internal drive. (I pulled out of my dell a 640GB 5400 seagate momentus drive). According to the Dell website, the new drive should work fine.
So rather then type it out i took pictures of each screen as i go. Not sure what to do at this point?
Here i put in a 64Bit windows 8.1 full version disk





Here i chose Custom install since Windows is not on the hard drive yet.



I have no idea what to do from this point? The hard drive is found when i run the setup. When i run diagnostic it is detected and passes. Where do i get this Device driver for my drive? When i looked on dells site they said the drivers available for windows is AFTER windows is installed? Please help!! Thanks!
P.s. I wasnt sure WHERE to put this thread. So i put it in storage, if that is the wrong place, i am sorry!!

First enter the BIOS and check if the drive is available there, if its not the disk may be faulty.
The boot order shouldn't be an issue but just double check to see that it is set up correctly.
If both of the above are OK (disk is available in BIOS and boot order is correct) a driver may be needed to continue the install. Requiring a driver to allow the use of a disk usually suggests that the HDD is installed on specialized controller port like a RAID or SCSI controller. I think that is probably not the case since we are talking about a laptop here.
HDDs are low level devices and should not need any special action to be seen by a system.
I think the most likely scenario is probably a DOA Disk if you can try to return it and get another.

Returned the HDD!! Got a new one that "worked"
