Problems with new built PC

Okay so i have a few unsolved problems with my new built pc which are annoying and i can't find the solution to.

1:I have 4 fans connected to my H100i and the casefan speed keeps changing between 0-900 rpm every few seconds

2:When i turn off my computer the H100i light stays on and my gtx780TI keeps running

3:My 2TB wd black keeps running all the time while everything is running off my SSD(i changed the energy settings so it normally should turn off after 2 minutes idle)

Any tips are appreciated

Ya, it sounds like you f'd something up alot, so I would just rebuild the entire PC. Also update all drivers.

OTHER ANSWER FROM THE DUDE SITTING NEXT TO ME:

It could possibly be either your motherboard drivers are messed up, so it can't control some pieces. Or, you may have residual energy inside of the computer enough to power the pieces, it's not likely, but possible.

Apparently MSI fast boot was the problem that my fans & gpu kept spinning when i shut down my PC, when i disable this the problem is solved, but now my boot time is 21 seconds instead of 15 seconds, any idea how to use the full advantage of my samsung pro ssd?
