i5-4670K pulling 1.192 volts under stress regardless of what I have set in bios. (unless I set it higher)

gotta set a vdroop if you want it to go lower, but this can affect stability...most people with overclocks have it running at their overclock voltage 24/7, so 1.19 is perfectly fine if your temps are fine, also make sure oc genie is turned completely off if the mobo has it
