4 desktop PCs merged into a music and photo server?

I'm looking to simplify my father in law's PC set up. He currently has his music and photos on several Windows based PCs. I know some are running XP, Vista, and the newest one possibly Windows 7. When he wants to access something on a specific PC he sits down and does what he wants to do. When he fills up a hard drive he either buys another PC (depending on the age of the last PC he bought) or buys an external hard drive. I'm estimating he has hard drives totalling 5-6TB but i'm not sure how full they are, that is just a guess. He's been converting his vinyl, reel to reel, and cassette collections to digital which accounts for most of the storage.

My first thought was to network the PCs together but logistically that won't work (too much interference for wireless and an old house prevents the networking cables from being run). If he had one PC giving him internet access and access to his music and photos he would be very happy. The more simple the set up the better he will feel about it.

He also has 3 printers he uses for various projects but once he has a central location connecting those printers won't be a problem. Thanks in advance

Having an old house usually makes running network cable a breeze. (Hollow walls)
Is there a budget for this project?
Has any consideration been given to how to back up all this data. You never want important files to be stored in only 1 location/drive.

We haven't discussed a budget, its more in the brainstorming phase: looking for whatever ideas we can come up with. Once we have some solutions we plan on narrowing it down based on ease of implimentation, best use of resources, and final result ease of use.

I have brought up the idea of backing up the files but he considers the hard copy music his back up and the back up to the hard copy being the digital copy.

Would it be possible to pull the hard drives from the PCs, move them to an external hard drive enclosure, remove the OS from each hard drive once in the enclosure, and attach the newly organized external hard drive to his PC?
