Windows 8 Fresh Install Issues

I noticed some issues with my Fresh Desktop Build install of Windows 8 on my old SSD Drive
Now I want to remove it an install from scratch on another NEW SSD Drive.

My questions are :

Q1.

what is the process to make a fresh Install on the NEW SSD?

Q2.

Do I need to do RESET on the MOBO or do I need to change any BIOS Settings ?
OR do I need to just format the NEW SSD and install it. (Are there any settings that will be stored in the MOBO CACHE or RAM CACHE from old install :( that can cause issues)

Q3.

Is the below a best way to install Windows 8 & Drivers

1.Install WIndows 8 PRO
2.And then install all windows updates
3.Then upgrade to the free windows 8.1 PRO
4.Then finally Install MOBO Drivers

Please suggest
 
1. Exactly the same as if you had a new HDD. Unplug all other drives, install it on there.

2. You will probably want to adjust your boot order so you launch from the new SSD, but that would be it. Cache's shouldn't be a problem.

3. I would switch 2 and 3, but it shouldn't really matter.
