Computer runs slowly, games running like slow motion

For a few months now, on and off, whenever using something 3D like a benchmark tool or a game, after a random amount of time (could be 10 minutes, could be 2 hours), the game freezes up for a second, then resumes but as if it was in slow motion at a very low FPS. After this happens, my entire PC starts to run slow and sluggish with applications taking a while to open, video skipping and so forth. My initial thought was that it was a Graphics issue, however after using both an AMD Radeon 6850 and an Nvidia Geforce 760, both with the latest AND beta drivers (after doing a complete driver sweep), the problem still occurs. I then thought it might be memory, and swapped out my 2 4GB sticks for 1 8GB, but to no avail. It would also be worth noting that the issue happens on both Windows 8.1 and Windows 7 on separate hard drives.
I can solve the slowness by switching my computer off completely and removing the power cable for 10 seconds and then switching it on again, which was what made me think it was a memory issue. During and after the slowness occurs, there are no anomalies in Task Manager regarding memory, CPU or disk access.

In terms of hardware I am currently using:
AMD Phenom X4 960T clocked at 3.00GHz
MSI 970A-G45 Motherboard
8GB Memory
Gigabyte Nvidia GeForce GTX 760 4GB
650W PSU

So I am wondering if anyone can shed any light on this issue. I don't really want to go out and buy a new CPU and realise the motherboard is at fault or vice versa. Any help would be greatly appreciated!

Ah, I think you might be on to something! While doing general browsing and such, CPU temps stay around 35 °C and frequency ranges from 0.8GHz to 2GHz dependant on what is happening. While playing a game, CPU temps are around 51 °C and frequency is at the 3GHz end. When the 'slow-motion' thing happens, CPU freq. drops and sticks to 0.75 - 0.78 GHz and temperatures are read as 255 °C (But I don't believe that is the actual temperature, I assume something has gone wrong with the communication between the processor and Core Temp). Reckon it's the idling you were talking about or could the CPU be dying?

Update: I cleaned out the heatsink and reapplied thermal paste and haven't experienced any major issues so far other than my CPU seems to be continuously running at 3GHz when idle, but the utilisation is only 5 - 10 %. I've tried disabling hypervisor in the BIOS but that didn't help.

You need to tune-up your computer through following these tips given below:-

| Disinfect your system using some reliable antivirus program.
| Run disk clean up (start > programs > accessories > system tools > disk cleanup.)
| Disable background services.
| Fix OS registry errors with any reliable program (must use RegInOut for it.)
| Defragment the registry if needed.
| Uninstall all programs & software's and download latest versions of them.
