Should I buy a 3970x for $700?

Is it worth it? Or should I save my money to get a video card. Currently have a i7 3770k

For what purpose? The 3770K is already very good.

In the future ill be doing some CAD work and 3d rendering. On the side some video games and maybe video rendering (gameplay)

I don't see any reason to drop that much on that CPU when the 3770K is already very capable for those tasks. What's your current GPU?

I'd look at upgrading that. For your budget a 780/ti or a R9 290X would probably fit, you may as well go top end.
