how do i know if my cpu chip is bad

i have a dell dimension e520 and when i power it on it blinks yellow light from the power button instead of green, and the cooling fan rolls but not as powerful as it use to

"If it is a Dell, a flashing amber power light means a PSU failure. If it is a steady amber then a system component has failed." Sounds like bad news for your CPU, at 8 years old not surprised. Open it up and see if the heat sink is filled with dust.
 
Step 1 - open it up and look inside it, if you haven't check to make sure nothing is visibly bad start there. A few years ago i had a Dell GX270 do that to me, open it up, and about 80% of the caps on the board had failed. Also make sure nothing has come loose and you haven't clogged the heatsink or anything else obvious.

yes i did opened it and it was covered in dust. at first the power supply was bad and i had to change it. when i did and clear off the dust then power on...it boot up to dell then went off in 20 secs. when i powered it on again...that's when the flashing amber starts and its going to continue until a fresh start on a new day

wait one second..... how do you know there isn't enough power for the heatsink? just because it isn't moving? did you blow the MoBo fan header? is there anything blocking the path of the fan, like a wire or clogged with dust?

I would find another fan with same pins (3 I think) and see if that works, if it does its the heatsink fan not the power its getting.

i had a power supply test plugged into power supply unit and connect it to the board. it powered the fan it way it should work. i mean it was effective and when connect it to the board direct, the power fan's ability to roll reduces. could it be the chipset or the system board itself?

When you did the test, what did you use. If it was a tester kit, did any voltage read LL or HH, if so replace PSU. I don't think its the PSU. But you can make this easy or really hard, if you find another fan plug it into the MoBo and see if it runs, if so it probably blockage. But its possible if you didn't power down everything you could have blown the fan header. You may have to replace a/some transistors/compositors. obviously this is a older pc so warranty is out of the question. I think its your MOBO, just replaced mine for similar issues.

Bummer, sometimes it takes a few times to figure something out... this stuff helps with my job so I'm happy you found a solution.... I guess the first guy knew what he was talking about haha.
