What decides what speed/frequency RAM a computer should have?

when I initially built my computer I was told that if I went above 1333mhz RAM I would have to overclock my motherboard to actually use it.

Your motherboard AND your CPU's memory controller. Very very important. My motherboard can handle 4 sticks of 1866 OC'd to 2400 if I ever wanted to do such a thing. My CPU on the other hand can only handle 2 sticks of 1866. Beyond that you don't have much else to worry about.

Is the performance boost worthwhile? And does my motherboard have any effect on max frequency? And will increasing my RAM memory and frequency cause my CPU temps to heat up?

To a gegree it all depends on what you do with your rig, those that are doing imaging, video, VMs, CAD, GIS and a good amount of multi-tasking are those most likely to benefit from higher freqs,,,gaming can see a bit of a boost (a few FPS), with the Gene I'd stick to 2133 tops, might get 2400 to go at a 4x4GB setup, but wouldn't count on it carrying 32GB at 2400
