Budget home office PC build

I'm looking to build or buy a home office type pc. I need one that will be sufficient enough to have the capability to use photoshop without too much trouble. And of course the basic things like Microsoft office, web browsing and such. I really don't know much about building anything but a gaming computer. So I need help with this.

If there are any PC's already out there that fit everything well. I'm open to those as well, only have $600ish to spend.

It will work fine for office and light photoshop use, while still giving you a good upgrade path say if you wanted to throw a mid-range graphics card or another 8GB of RAM at it. With a graphics card it could also serve as decent LAN machine as well.
