Computer fans and lights turn on and off repeatedly?

I just bought a 3TB hard drive to install to my computer and it didn't seem to work, so i closed everything up and planned to email the company about it. As i plugged in my PSU, the fans and LEDs light up and spin and then turn off really quickly, over and over, about twice per second. Any reason this might be happening?

did computer work fine before you pluged hard drive in?
how didn't it seem to work when u installed it?
did you plug everything back in where it was?
did you knock any cables loose (check all power cables and data cables)?

It worked 100% until I tried to plug the hard drive in. Yesterday, I solved this problem by removing my graphics card and putting it back in. I think it has to do with the wires being lose or somethig but I can't figure out why. Still can't install the 3TB hard drive
